Dr. Dharmendra Singh Gangwar

Dr. Dharmendra Singh Gangwar is an Indian Administrative Service officer, recently retired as Secretary to Government of India. Dr. Gangwar is having diverse leadership experiences of more than 35 years in senior policy formulation and implementation positions in Government of India, state government of Bihar, international organisation (W.H.O.) and as a CEO of public sector enterprises. He is also functioning as the President of All India Institute of Medical Sciences, Rewari (Haryana).

Previously, he has worked as Additional Secretary and Financial Advisor, Ministry of Health & Family Welfare where he played critical role in management of COVID-19 pandemic in the country. As Chief Financial Officer of the Ministry, he was responsible for budget formulation and expenditure management of annual allocation of more than Rs. 82000 crores. He ensured effective financial management of various health programs, All India Institute of Medical Sciences and other central medical institutions.

Dr. Gangwar has a Bachelor of Medicine and Bachelor of Surgery degree (M.B.B.S) from King George’s Medical College, Lucknow, (UP). He received management training on (a) “Behavioral insights for public policy” at Harvard Kennedy School, USA (2018), (b) Advanced Program in Public Financial Management at Duke University, USA (2019) and (c) on “Infrastructure Development and Financing” at IIM Ahmedabad (2002)

His leadership and management skills include high- impact leadership skills, strategic thinking and decision making, public policy formulation and execution, public healthcare management, public finance management, education reforms, corporate governance, risk and regulation.
